I’ve heard the same, but these were not in an enclosure. At the Giraffe Centre outside Nairobi, there is a small “tower” from which one can feed the giraffes, and the visitors walk right through the area where both the giraffes and warthogs are located. They didn’t seem to bother anyone and (because of the up-close giraffes) no one paid too much attention to them.
I did see warthogs in Botswana as well that were in an urban-ish area (a small town) and there didn’t seem to be any problem.
My guess would be that they get used to being around humans and become something not domesticated but not fully feral either.
