As far as I know it’s just that it’s a tiny tourist town that has no storage and occasional high demand for barriers. There was nothing special going on while we were there.
It’s also a rare pedestrian walking street in India, so if you don’t hermetically seal it off scooters will definitely drive around them, and many car drivers would move one barrier out of the way to save three minutes of driving around. So, maybe that’s just how many barriers they’ve concluded they need to avoid having to permanently post police officers there.
