  It was built that way. There are several such water-locked palace buildings in Rajasthan— besides this one famously in Udaipur (where part of the Bond movie Octopussy was filmed)

    Not sure, but Rajasthan is pretty arid. Part of it lies in the Thar Desert proper, and the rest is thinly vegetated scrubland. I think all these lakes are largely artificially created for water storage. Long story short, the lake probably dries up more often than it floods.
